Established in 1921, Highlands Council of PTA’s currently represents seventeen PTA/PTSA organizations in the city of Los Angeles, as authorized by the Los Angeles Tenth District of the California State PTA; and is affiliated with the National PTA.
The Council was established under the authority of the California State PTA, for the purpose of collaboration, leadership training, and coordination of the efforts of the member units.
Highlands Council provides the units an opportunity for cooperation in promoting their common interests and discussion regarding their common issues. It coordinates the work of the member units with other agencies or organizations in the area working for children and youth.
It serves as a channel of communication between the state, and the Tenth District PTSA and the units.
Adhering to California State PTA’s mission, Highlands Council of PTA’s resolves to positively impact the lives of children and families by representing our members, and empowering and supporting them with skills in advocacy, leadership and communication.
To promote the welfare of children and youth in home, school, community, and place of worship.

To secure adequate laws for the care and protection of children and youth.
To bring into closer relation the home and the school, that parents and teachers may cooperate intelligently in the education of children and youth.
